On February 26, 2025, the European Committee for Standardization (CEN) released three toy testing method standards: EN 71-15:2025 for determining the content of formamide in foam materials, EN 71-16:2025 for determining the content of certain chlorinated phosphorus flame retardants (TCEP, TCPP, TDCP) in materials, and EN 71-17:2025 for determining certain isothiazolinone preservatives (MIT, CIT, BIT) in water-based materials. The three standard plans will be granted the status of national standards for CEN member countries by the end of August 2025 at the latest.


On February 26, 2025, the European Committee for Standardization (CEN) released three toy testing method standards:

EN 71-15: 2025, "Toy Safety - Part 15: Formamide Content in Foam Toy Materials".

EN 71-16: 2025, "Toy Safety - Part 16: Certain Chlorinated Phosphorus Flame retardants (TCEP, TCPP, TDCP) in Toy Materials".

EN 71-17: 2025, "Toy Safety - Part 17: Certain isothiazolinones in water-based toy materials (MIT, CIT, BIT)".

The purpose of developing three testing method standards is to check whether toy materials comply with the limit values in Appendix C of Annex II of the EU Toy Safety Directive 2009/48/EC.


The three standards will be given the status of national standards of CEN member countries, and conflicting national standards will be replaced by the end of August 2025 at the latest. The three standards are expected to be approved by the European Commission and will be listed as coordinated standards for the Toy Safety Directive 2009/48/EC after being published in the Official Journal of the European Union (OJEU).
