The newly revised 16 CFR 1226 in the United States requires that all straps must comply with all applicable provisions of ASTM F2236-24 Consumer Safety Specification for Soft Infant and Child Straps.

Compared to the old version, the biggest change in ASTM F2236-24 is the updated content requirements for product labels and instructions, and the addition of warning statements that comply with the ANSI Z535.4-2011 format.

Infant and child product testing

The following are the main changes from the old version of ASTM F2236-16a to the new version of ASTM F2236-24:

Update the wording of each definition in clause 3, mainly by adding the part of speech of the defined words;

Update clause 5.7 to be titled Flammability of Soft Infant and Toddler Carriers;

Update the wording of clause 5.7.2;

Add clause 5.7.3 to specify that non toy accessories sold together with or attached to the product must also comply with the requirements of clause 5.7;

Update clauses 8 and 9 regarding the requirements for product labeling and instructions.

Technical experts suggest that companies should not only update product production compliance, but also redesign label templates as soon as possible. If necessary, professional third-party organizations can be used to assist in pre evaluation and labeling review of the product, in order to meet regulatory requirements and respond to spot checks, and avoid losses caused by penalties, notifications, or delisting.
